• Establishes declarant rights and obligations including responsibility for common expenses and development rights, with mandatory transition of control to unit owners based on conveyance milestones (75% or 2 years after sales cease).

• Mandates disclosure requirements including original sale certificates for initial purchases and resale certificates for subsequent sales, detailing budgets, assessments, restrictions, insurance, and warranties.

• Grants unit owners rights including separate property taxation, easement access to common elements, and creates an association lien on units for unpaid assessments with priority over most other liens except first mortgages and tax liens.
