Repeals the authority of the parole board to charge offenders fees of up to $60 per month for intervention services while on parole, probation, or conditional release.

Removes language allowing the board to collect fees for substance abuse treatment, mental health treatment, electronic monitoring, residential facilities, and employment placement services.

Eliminates the requirement that fees collected be deposited in the inmate fund and used to pay for contracted collections services and community corrections programs.

Retains the board's discretionary authority to require payment of fees for probation and conditional release supervision (the changes only remove parole-related fees).

Adds gender-inclusive language ("or her" and "or she") in references to offenders throughout the statute.
