Repeals and replaces section 37.020 RSMo and creates seven new sections (37.020, 37.760-37.770) relating to state contracts with socially and economically disadvantaged small businesses, minority business enterprises, and women's business enterprises.

Establishes the "Minority Business Enterprise and Women's Business Enterprise Oversight Review Committee" consisting of seven members appointed by the governor, speaker of the house, and president pro tem of the senate, with the commissioner of administration serving as ex officio member.

Requires the committee to conduct a study by December 31, 2012 to ensure participation from socially and economically disadvantaged minority or women's business enterprises in state contracts for supplies, services, and construction.

Tasks the committee with compiling a certified business database, recommending alert systems for upcoming contracts, establishing subcontractor notification requirements, and proposing enforcement sanctions for non-compliance.

Program automatically sunsets six years after enactment unless reauthorized by the general assembly, and sunsets twelve years after reauthorization if extended.
