Allows vehicle owners in Cass County to apply for special personalized license plates reading "CASS COUNTY -- THE BURNT DISTRICT" instead of "SHOW-ME STATE"

Requires an annual $25 contribution to the Cass County collector of revenue plus a $15 fee to the Department of Revenue upon registration

Directs revenue distribution within Cass County: 80% to public safety and 20% to the Cass County parks and recreation department, after deducting reasonable administrative costs

Applies to vehicles owned solely or jointly, excluding apportioned motor vehicles and commercial vehicles licensed over 18,000 pounds gross weight

Requires the Department of Revenue director to establish rules and regulations for administering the special license plate program
