Allows dental hygienists practicing in public health settings to provide fluoride treatments, teeth cleaning, radiographs, and sealants without dentist supervision, regardless of years in practice.

Defines "public health setting" to include state and local health departments, nonprofit community centers, Medicaid-enrolled pediatric offices, Head Start centers, schools, hospitals, and long-term care facilities.

Requires MO HealthNet to reimburse dental hygienists or public health settings for fluoride treatments, teeth cleaning, radiographs, and sealants provided in eligible settings.

Permits the Missouri dental board to approve additional public health settings beyond those specifically listed in the statute.

Removes the previous three-year practice requirement and limitation to eligible children for Medicaid services in public health settings.
