Repeals and replaces sections 290.210 and 290.220 of Missouri law relating to prevailing wages on public works projects.

Narrows the definition of "construction" to include only new construction and major alterations, removing reconstruction, improvement, painting and decorating, and general repair work.

Adds a new definition of "major alteration" as an alteration or structural change that increases the size, type, or extent of an existing facility.

Expands the definition of "maintenance work" to include restoration of material condition or operation and painting or repainting, while clarifying these do not trigger prevailing wage requirements.

Declares legislative intent to overturn the holding in Utility Service Co., Inc. v. the Department of Labor and Industrial Relations (2011) regarding prevailing wage application.

Takes effect immediately upon passage and approval as an emergency measure.
