Requires every school district to adopt an antibullying policy by September 1, 2007.

Expands the definition of "bullying" to include actions qualifying for enhanced penalties under section 557.035 and discriminatory actions prohibited under Title IX of the Education Amendments of 1972.

Mandates that district antibullying policies treat all students equally without specific lists of protected classes and include consequences for bullying.

Requires both district employees and students to report any bullying incidents they have observed, been involved in, or have firsthand knowledge of, and mandates the policy be included in student handbooks.

Requires school districts to notify parents or legal guardians of both the alleged bullying perpetrator and the bullying target, and directs districts to inform targets of available remedies including civil action and intervention by other agencies.
