Establishes the "Capital Green Program" to fund weatherization and energy efficiency improvements to the Missouri state capitol building and governor's mansion.

Authorizes installation of geothermal, wind, and solar energy resources and free-flow turbine generators in the Missouri River to provide electrical power to the capitol building and governor's mansion, with surplus energy potentially powering the Harry S Truman office building, Missouri Supreme Court building, and James C. Kirkpatrick state information center.

Creates the "Capital Green Program Fund" as a dedicated fund in the state treasury, funded by annual general assembly appropriations and any gifts, bequests, or donations, with interest earned credited back to the fund.

Specifies that unspent funds do not revert to the general revenue fund at the end of the biennium, allowing carryover for continued program operations.

Program automatically sunsets six years after the effective date unless reauthorized, and if reauthorized, sunsets twelve years after the reauthorization date.
