Establishes the Missouri State Park Board as a nine-member advisory body housed in the Department of Natural Resources' Division of State Parks, with members appointed by the governor with senate consent.

Board members serve staggered three-year terms with no more than one member per congressional district and no more than five members from the same political party; the DNR director serves as chair and the State Historical Society executive director serves as an ex officio member.

Grants the board sole responsibility for managing the historical marker program and requires public hearings and board majority approval before any state historic military monuments, memorials, markers, or veterans' grave markers can be erected, modified, or removed on state lands.

Makes it a class A misdemeanor to knowingly remove, deface, or destroy any registered state historic military monument, memorial, marker, or designated veterans' grave marker without approval from the general assembly or board.

Establishes that registration and annual fees for the historical marker program shall be used exclusively for program administration and cannot come from state park earnings funds or constitutionally dedicated revenue sources.
