Reduces the board of curators from an unspecified number to nine members appointed by the governor with senate consent, with at least one member from each congressional district at all times.

Establishes a ninth board member as a voting student curator (replacing the non-voting student representative) with a two-year term, who can vote on all matters including hiring/firing of university presidents, chancellors, and general counsel, but excluded from faculty and staff decisions.

Requires the student curator to be a full-time student selected from a panel of three names submitted by student government presidents, rotating among the four university campuses (Columbia, Rolla, Kansas City, and St. Louis).

Maintains the existing non-voting student representative position under section 172.035 and clarifies that regular curator terms remain six years with staggered expirations, except for the student curator position.

Specifies that not more than five curators can belong to any one political party and requires curators to be U.S. citizens with at least two years Missouri residency.
