Requires the Missouri Driver License Bureau to establish an emergency contact database by August 1, 2012 for holders of driver's licenses, intermediate licenses, commercial licenses, temporary permits, and identification cards.

Allows individuals to voluntarily list at least one emergency contact person's name, address, phone number, and relationship; minors under 18 must include a parent, guardian, or custodian.

Restricts database access to Driver License Bureau employees and criminal justice agencies responding to accidents or emergencies; database information is not considered a public record.

Requires criminal justice agency employees to make good faith efforts to notify the emergency contact person when a license holder dies, is seriously injured, or becomes unconscious; provides liability protection if contact cannot be made.

Authorizes the Department of Revenue to adopt rules governing how individuals can update their emergency contact information and other operational aspects of the database.
