Establishes a special trust fund in the state treasury called the "Parents as Teachers Advancement Fund" to support the Parents as Teachers program (sections 178.691 to 178.699)

Fund may be financed through general assembly appropriations, gifts, contributions, grants, and bequests from federal, state, private, or other sources

Commissioner of the State Board of Education has administrative control of fund moneys, which shall be used exclusively for the Parents as Teachers program

Unused fund balance at fiscal year-end does not lapse to general revenue but remains in the fund; state treasurer invests unused moneys with all yields and interest credited back to the fund

Fund moneys lapse to the general revenue fund only if the fund is abolished
