Repeals and replaces section 256.400, RSMo, and creates a new section 256.433 relating to major water users and water conveyance regulations.

Defines "major water user" as any person, firm, corporation, state agency, or political subdivision capable of withdrawing or diverting 100,000 or more gallons per day from any water source.

Prohibits major water users from conveying water withdrawn from the Southeast Missouri Regional Water District to locations outside the district if such conveyance unduly interferes with reasonable and customary activities of other registered major water users within the district.

Allows the attorney general or affected parties to file for an injunction to prevent prohibited water conveyance, except when the injunction would be detrimental to public health or safety.
