Adds a new category of persons required to file financial interest statements: anyone identified as a public official or employee with access to confidential nonpublic information about a business enterprise by virtue of their office or employment.

Requires all filers to attest they did not knowingly engage in financial transactions using confidential business information available only through their public position, and did not knowingly provide or transmit such confidential information for nongovernmental purposes.

Lowers financial disclosure thresholds: reduces the income reporting requirement from $1,000 to $200 for certain sources, eliminates percentage ownership minimums for closely held corporations and partnerships, and reduces real property reporting threshold from $10,000 to $1,000.

Requires state agencies and quasi-governmental bodies to notify the Missouri Ethics Commission within ten business days of hiring new officials or employees subject to financial disclosure requirements, and to submit annual lists of all required filers by January 1st.

Makes various technical corrections including grammatical updates and renumbering of subsections to accommodate new requirements.
