Repeals and reenacts section 302.020 of Missouri law regarding motorcycle operation and safety requirements.

Exempts persons 21 years of age or older from the protective headgear requirement for motorcycles and motortricycles from August 1 through August 21 each year.

Maintains requirement that all motorcycle operators and passengers wear protective headgear meeting director-established standards during all other times of the year.

Establishes penalty for failure to wear protective headgear as an infraction with maximum fine of $25, no court costs, and no driver's license points assessed.

Preserves existing penalties for operating motorcycles without proper licensure (class A misdemeanor for first and second convictions, class D felony for third or subsequent convictions).
