Establishes the Missouri Biosciences Eminent Scholars Program at the University of Missouri to provide grants for endowing chairs to attract eminent bioscience scholars to the university's campuses.

Creates the Missouri Biosciences Eminent Scholars Endowment Trust Fund as a dedicated state treasury fund managed by the University of Missouri Board of Curators, with appropriations not to exceed $500,000 beginning in fiscal year 2013-2014.

Requires the president of the Board of Curators to award grants such that other institutional, public, and private funding pledged to the program equals at least 100% of the state awards in each fiscal year, with awards distributed to benefit all regions of the state.

Authorizes the fund trustees to make challenge grants to University of Missouri foundations, requiring foundations to contribute between 50-75% of the total amount needed to endow a chair, with formulas subject to revision to maximize benefits.

Program automatically sunsets six years after enactment unless reauthorized by the General Assembly, with a second sunset at twelve years if reauthorized.
