Mandates that abstinence be presented as the preferred choice and only sure way to avoid pregnancy or sexually transmitted infection, while requiring medically factual information about contraceptives and barrier methods.

Requires instruction to include information about HPV vaccines, dangers of sexual predators including online predators, consequences of inappropriate texting, family communication about sexuality, and skills in decision-making and stress management.

Requires school districts to notify parents of basic sexuality instruction content and parents' right to remove students from instruction; makes all curriculum materials and presenter names and affiliations available for public inspection.

Prohibits school districts from providing abortion services or allowing abortion providers to offer or furnish sexuality instruction or course materials to students.
