Adds juvenile court jurisdiction over order of protection cases when the respondent is less than seventeen years of age under section 211.031.

Requires courts to transfer cases to juvenile court for a full hearing when an ex parte order of protection is entered and the respondent is under seventeen years old under sections 455.035 and 455.513.

Designates the act as "Sam and Lindsey's Law" and establishes that full orders of protection must be valid for at least 180 days and not more than one year, with renewal options under similar timeframes.

Requires law enforcement to enter order of protection information into the Missouri Uniform Law Enforcement System within twenty-four hours, including details on child custody and visitation orders.

Requires courts to appoint a guardian ad litem or court-appointed special advocate for child victims in protection order cases and directs the Division of Family Services to conduct investigations when allegations meet juvenile court jurisdiction requirements.
