Prohibits Kansas City police officers and employees from soliciting or permitting political solicitations in department buildings or rooms.

Restricts officers and employees from being members or officials of political party committees, ward committeepersons, or candidates for partisan public office, while preserving their right to vote and express political opinions.

Bans officers and employees from engaging in political work such as soliciting votes or polling precincts while on duty or wearing the official uniform.

Prohibits affixing signs, bumper stickers, or devices supporting or opposing ballot measures or political candidates to department property or vehicles.

Maintains penalties for violations including discharge from service, five-year ineligibility for reappointment, fines of $50-$500, and/or imprisonment up to six months.
