Repeals and replaces sections 290.210 and 290.220 of Missouri Revised Statutes relating to prevailing wage requirements for public works projects.

Narrows the definition of "construction" to include only new construction, enlargement, and alteration, removing references to reconstruction, improvement, painting, decorating, and major repair.

Reaffirms state policy that all workmen employed on public works projects must be paid prevailing hourly wages for work of similar character in the locality where work is performed, excluding maintenance work.

Explicitly abrogates the court holding in Utility Service Co., Inc. v. the Department of Labor and Industrial Relations (2011) to override a prior judicial interpretation of prevailing wage law.
