Issues a temporary 30-day nondriver's license card for $6, after which the Department of Revenue must verify identity and citizenship before issuing a standard nondriver's license.

Standard nondriver's licenses expire on the applicant's sixth birthday after issuance, except those over 70 years old who are U.S. citizens receive nonexpiring licenses.

Allows U.S. citizens to obtain driver's or nondriver's licenses without facial photographs if they meet requirements including 5 years U.S. citizenship, religious affiliation documentation, and notarized verification.

Requires the Department of Revenue to provide same-sex photography services in segregated locations for individuals seeking licenses without photographs.

Prohibits driver's and nondriver's licenses from being issued for periods exceeding an applicant's lawful presence in the United States, effective July 1, 2005.
