Adds language to retirement benefit statutes to make retirement benefits marital property only if a dissolution decree does not provide for sole retention by the retired person of all rights in the retirement allowance.

For members retiring on or after September 1, 2011, allows benefits to revert to a normal annuity if the member's marriage is dissolved and the decree provides for the member's sole retention of all retirement rights, with the former spouse becoming ineligible for survivor benefits.

Permits retired members whose marriages are dissolved under these conditions to be appointed as special consultants on retirement and aging matters, allowing them to receive the full normal annuity rather than reduced survivor benefit amounts.

Allows members to elect survivor benefit options within one year of remarriage if their previous survivor election reverts to normal annuity status due to divorce under the September 1, 2011 effective date provision.

Creates a new section 104.1028 establishing similar reversion and special consultant provisions for members of the year 2000 retirement plan who divorce on or after September 1, 2011.
