Prohibits school bus operators transporting children from using handheld electronic wireless communications devices to send, read, or write text or electronic messages, or to make or take part in telephone calls.

Allows exceptions for reporting illegal activity, summoning emergency help, preventing injury to persons or property, or relaying information with dispatchers through permanently affixed devices.

Defines "handheld electronic wireless communications device" as cellular phones, palm pilots, blackberries, or other mobile electronic devices, excluding devices permanently embedded in vehicle architecture.

Classifies violations as infractions and moving violations for point assessment purposes under Missouri law.

Permits cities and counties to adopt equivalent ordinances but not more restrictive regulations, and exempts parked or stopped school buses from the prohibition.
