Increases quantity thresholds for cocaine base trafficking from 2 grams to 36 grams for first-degree charges and from 6 grams to 108 grams for enhanced penalties without probation or parole

Establishes first-degree drug trafficking charges for distributing or producing more than specified quantities of heroin (30g), cocaine (150g), LSD (500mg), PCP (30g), marijuana (30kg), amphetamines (30g), and MDMA (30g)

Creates second-degree drug trafficking charges for possessing, purchasing, or bringing into the state more than specified quantities of the same controlled substances, with reduced felony classifications (Class B instead of Class A for lower quantities)

Imposes mandatory sentences without probation or parole for higher-quantity violations of first-degree trafficking charges and for amphetamine or MDMA offenses occurring within 2,000 feet of schools, public housing, motor vehicles, or hotels

Adds new Class A felony charge for possessing more than 500 marijuana plants under second-degree trafficking provisions
