Repeals and re-enacts section 303.025, RSMo, relating to motor vehicle financial responsibility requirements.

Requires motor vehicle owners and operators to maintain financial responsibility conforming to state law, with an exemption for inoperable or stored vehicles not in operation.

Establishes that violation of financial responsibility requirements is a class C misdemeanor, with courts authorized to suspend driving privileges, assess points, or issue orders of supervision.

Mandates impoundment of any motor vehicle operated by a person who fails to provide proof of financial responsibility, with the vehicle held until proof is provided and all impoundment fees are paid.

Permits offenders to appeal suspension orders directly under chapter 512 procedures rather than under section 302.311.
