Authorizes members of the National Wild Turkey Federation to obtain personalized specialty license plates featuring the organization's official emblem after paying an annual $15 emblem-use fee to the federation.

License plates are available only for non-commercial vehicles under 18,000 pounds gross weight and must include the text "National Wild Turkey Federation" in place of "SHOW-ME STATE".

Vehicle owners must present an annual emblem-use authorization statement from the federation and pay a $15 fee in addition to regular registration fees to obtain or renew the specialty plates.

Before manufacturing specialty plates, the Department of Revenue must receive an application with at least 200 interested applicants, the proposed design, and an application fee not exceeding $5,000 to cover development costs.

Owners who fail to renew their emblem-use authorization at subsequent registrations will receive standard license plates without the federation emblem.
