Repeals and re-enacts section 67.1401 of Missouri Revised Statutes relating to the Community Improvement District Act.

Allows legally authorized representatives of business entities that own real property in a district to vote in district elections, notwithstanding section 115.137.

Establishes eligibility requirements for property owners voting in director elections, including being at least 18 years old and not disqualified to vote under section 115.133.

Limits property owners to one vote in director elections regardless of the number of parcels owned or whether they are also registered voters in the district.

Defines qualified voters for director elections as either registered voters or property owners of non-exempt real property within the district as of 30 days before the election.
