Repeals and replaces sections 163.031 and 163.036 of Missouri Revised Statutes relating to state aid calculation and distribution for school districts.

Modifies the phase-in percentages for the 2011-12 school year from 86% new formula/14% old formula to 76% new formula/24% old formula.

Adds new phase-in steps for 2012-13 school year (82% new/18% old) and 2013-14 school year (90% new/10% old) in the transition to the new school funding formula.

Permits school districts from 2011-12 through 2014-15 school years to calculate an additional weighted average daily attendance figure up to 2% of the regular school year's attendance for summer school reimbursement if the state foundation formula funding is insufficient to fully fund the appropriate phase-in step.

Maintains existing provisions for state aid calculation based on weighted average daily attendance, dollar value modifier, local effort, and categorical add-ons for transportation, career ladder, vocational education, and screening programs.
