Allows mothers to breast-feed or express breast milk in any public or private location where otherwise authorized, with discretion as to degree of coverage.

Explicitly excludes breast-feeding and expressing breast milk from definitions of sexual conduct, public indecency, indecent exposure, lewd touching, obscenity, and sexual contact.

Prohibits municipalities from enacting ordinances that restrict or prohibit breast-feeding or expressing breast milk in public or private locations where the mother and child are authorized to be.

Excuses nursing mothers from petit or grand jury service upon request and submission of a physician's written certification that they are a nursing mother.

Adds nursing mothers to existing jury duty exemptions, which also include those with undue physical or financial hardship, certain health care providers, and employees of religious institutions with religious obligations.
