Repeals and re-enacts section 488.426, RSMo, governing surcharges on civil cases filed in circuit courts.

Allows circuit court judges to require parties filing civil cases to deposit a surcharge in addition to other required fees, excluding cases where costs are waived or paid by county, state, or city.

Permits circuit courts (except Jackson County) to set surcharges up to $15, and Jackson County to set surcharges up to $20.

Authorizes counties of the first classification with 93,800-93,900 inhabitants to impose an additional $10 fee (excluding adoption and small claims cases) through December 31, 2014.

Allows counties of the first classification with 240,300-240,400 inhabitants to charge an additional $5 surcharge if approved by the county commission.
