Repeals and replaces section 67.1305 regarding economic development sales tax boards and their membership composition.

Allows cities to establish economic development tax boards with five, seven, or nine members instead of a fixed five-member board, with the number designated in the order or ordinance imposing the sales tax.

Changes school district representation from one member to two members on city boards, and adjusts city and county appointed positions accordingly to accommodate the flexible board size.

Includes provisions for existing boards already in place on August 28, 2011 to designate sixth and seventh members with staggered term expirations matching original appointment terms.

Maintains requirements that volunteer board members receive no compensation or operating budget, and that boards consider economic development plans and make recommendations to the governing body within specified timeframes.
