Establishes the A+ Schools Program within the Department of Elementary and Secondary Education to award grants to public secondary schools meeting specific educational goals.

Requires participating schools to establish measurable performance standards ensuring all students graduate, complete challenging coursework with identified learning expectations, and proceed to college, vocational school, or high-wage employment.

Expands eligible institutions for student tuition reimbursement to include independent two-year colleges accredited by the Higher Learning Commission as of July 1, 2011, that offer officer candidate training.

Limits reimbursements at private vocational schools and independent two-year colleges to tuition rates charged by public community colleges for comparable coursework.

Schools meeting program requirements for three consecutive years receive regulatory waivers from the Commissioner of Education to promote operational flexibility and efficiency.
