Designates 2005 NFPA 70 National Electrical Code and 2006 International Codes (Building, Residential, Fire, Plumbing, Mechanical, Fuel Gas, and Property Maintenance) as official Missouri state codes effective July 1, 2012.

Requires all jurisdictions to remain within one code version of the official state codes and permits them to adopt equivalent or higher standards.

Creates a seven-member State Code Commission appointed by the governor with advice and consent of the senate, composed of building officials, fire marshals, engineers, architects, home builders, and private inspectors.

Establishes a State Code Manager position to review and maintain official state codes every three years and within nine months of new international code publications.

Exempts agricultural buildings from all official state codes and allows jurisdictions to enforce codes through employee inspectors, intergovernmental agreements, or registered third-party inspectors.
