Repeals Section 273.345, RSMo, known as the "Puppy Mill Cruelty Prevention Act"

Eliminates requirements for large-scale dog breeders with more than 10 female dogs to provide adequate food, water, shelter, veterinary care, exercise space, and rest between breeding cycles

Removes the 50-dog maximum limit on breeding operations and restrictions limiting dogs to no more than 2 litters per 18-month period

Eliminates criminal penalties (class C misdemeanor for first offense, class A misdemeanor for repeat offenses) for violating breeding standards

Eliminates exemptions previously provided to retail pet stores, animal shelters, hobby breeders with 10 or fewer female dogs, and dog trainers
