Repeals and replaces section 115.124, RSMo regarding nonpartisan elections in political subdivisions and special districts.

Allows cancellation of nonpartisan elections when the number of candidates filing equals the number of positions to be filled, provided notice has been published in a newspaper of general circulation; candidates assume office without an election.

Requires election authority to publish notice containing names of candidates who will assume office when an election is cancelled under this provision.

Exempts municipal elections in cities, towns, or villages with 3,000 or fewer inhabitants from automatic cancellation; these municipalities may adopt the cancellation provision only upon voter approval at an election.

Establishes that voter-approved nonpartisan election cancellations in small municipalities remain in effect for 12 years, after which municipalities must resubmit the proposal to voters for continued authorization.
