Prohibits certification as a candidate for municipal office if the person is in arrears on city taxes or municipal user fees as of the last day to file a declaration of candidacy.

Bars persons from qualifying for appointment or election to any public office, city attorney position, or public notary in third or fourth class cities if they have pled guilty, entered a nolo contendre plea, or been found guilty of any felony under chapter 566.

Disqualifies candidates convicted of incest (section 568.020), endangering the welfare of a child in the first degree (section 568.045), use of a child in a sexual performance (section 568.080), or promoting a sexual performance by a child (section 568.090).

Disqualifies candidates convicted of furnishing pornographic material to minors (section 573.040).

Extends disqualification to offenses committed in other states, foreign countries, or under federal, tribal, or military jurisdiction that would constitute one of the specified crimes if committed in Missouri.
