Repeals and reenacts sections 643.151 (air pollution) and 644.076 (water pollution) to add specific provisions targeting recycling companies that convert animal parts into petroleum.

Defines "persistent violation" for animal-to-petroleum recycling companies as 6 or more violations in any 12-month period or 12 or more violations in any 36-month period.

Requires forfeiture of all air and water permits issued by the department for recycling companies with persistent violations until they successfully obtain new permits.

Imposes enhanced civil penalties of $10,000 to $30,000 per day for each violation (during any 36-month period) on recycling companies that have violated these provisions on more than one occasion.

Maintains existing penalties for other air and water pollution violations while creating the specialized enforcement provisions solely for animal-to-petroleum conversion companies.
