Repeals and replaces section 304.160, RSMo, relating to debris on highways and towing company responsibilities.

Requires towing truck operators to immediately make reasonable efforts to clear highway debris when called to remove disabled vehicles following an accident.

Establishes escalating penalties for towing companies that violate debris removal requirements: 6-month removal (first violation), 1-year removal (second), 3-year removal (third), and 5-year removal (fourth and subsequent violations) from law enforcement rotation lists.

Allows Missouri Highway Patrol and local law enforcement agencies to use rotation lists when requesting wrecker or towing services for vehicle removal under sections 304.155 and 304.157.

Requires law enforcement agencies to provide an appeal procedure for towing companies excluded or removed from rotation lists, and authorizes the Department of Public Safety to promulgate administrative rules.
