Extends the expiration date of water pollution control fee authority from December 31, 2010 to December 31, 2015 in sections 644.052 and 644.054.

Extends the expiration date of procedures for listing impaired waters under the federal Clean Water Act from August 28, 2010 to August 28, 2015 in section 644.036.

Maintains existing public notice requirements for impaired waters listings, requiring at least 90 days' advance notice in regional newspapers and on the Department of Natural Resources website.

Preserves the Clean Water Commission's authority to collect fees for water pollution control administration, with five percent of collected fees retained by publicly owned treatment works for billing and collection expenses.

Includes an emergency clause declaring the act effective immediately upon passage and approval for the immediate preservation of public health, welfare, peace, and safety.
