Establishes the "Missouri Jobs for Education Program" at the University of Missouri to provide tuition credits to business owners and companies that create new jobs in the state.

Awards one tuition credit for every five qualifying new jobs created, with each credit providing one year of free tuition at any University of Missouri campus.

Qualifying new jobs must pay wages meeting or exceeding the county average wage and be maintained for at least one year before the employer becomes eligible to receive tuition credits.

Tuition credits may be used by employees of the business or by relatives of the business owner, and expire if unused within ten years of being awarded.

Program automatically sunsets six years after the effective date unless reauthorized by the general assembly, with reauthorized programs sunsetting twelve years after reauthorization.
