Missouri ratifies and approves the interstate compact agreement to elect the President by national popular vote.

Member states agree to conduct statewide popular elections for President and Vice President.

Presidential electors from member states must be appointed to the slate that wins the national popular vote rather than the state's popular vote winner.

The compact takes effect when states cumulatively possessing a majority of electoral votes enact it in substantially the same form.

Any member state may withdraw from the agreement, except withdrawals within six months of the end of a President's term become effective only after the next President takes office.
