Repeals sections 660.020 and 660.021 and enacts 11 new sections establishing caseload standards for the Department of Health and Senior Services, Department of Mental Health, and Department of Social Services.

Requires each department director to develop caseload standards based on actual employee duties, professional standards, and standards used in other states, with standards used as the basis for personnel budget requests.

Mandates establishment of caseload standards advisory committees with seven nonsupervisory employees, three division directors, and a representative from the employees' certified majority organization (non-voting).

Prohibits failure to complete assignments exceeding caseload standards from being a factor in determining employee pay increases, though good faith efforts shall be considered in performance evaluations.

Requires each department director to submit an annual public report to the General Assembly detailing established caseload standards, actual caseloads, computation methodology, and whether statewide average caseloads exceed established standards.
