House Bill 99 Summary

• Repeals and replaces section 273.345, RSMo to establish the "Puppy Mill Cruelty Prevention Act" requiring large-scale dog breeding operations to provide basic care standards.

• Applies to any person with custody of more than 10 female breeding dogs, requiring provision of sufficient food and water, veterinary care, adequate housing, sufficient space to move and stretch, regular exercise, and adequate rest between breeding cycles.

• Prohibits any person from maintaining custody of more than 50 breeding dogs for the purpose of selling offspring as pets.

• Classifies violations as class C misdemeanor for first offense and class A misdemeanor for subsequent offenses, with each violation constituting a separate offense.

• Exempts shelters, pounds, kennels, pet shops, facilities, dealers, and breeders licensed prior to November 2, 2011, but applies the act to all entities licensed after that date; effective November 2, 2011.
