Urges Congress to repeal the Government Pension Offset (GPO) and Windfall Elimination Provision (WEP) of the federal Social Security Act, which reduce benefits for public employees including educators.

States that the GPO eliminates spousal Social Security benefits for nine of ten affected public employees, and the WEP reduces personal benefits by up to 60 percent.

Identifies public school educators in Missouri, including all vested members of the Public School Retirement System of Missouri, as being affected by these provisions.

Argues that these provisions discourage people from entering and remaining in the teaching profession during a national teacher shortage and reduce retirees' spending power in local economies.

Directs the Missouri House Chief Clerk to send inscribed copies of the resolution to the President of the U.S. Senate, Speaker of the U.S. House, and all Missouri Congressional delegation members.
