Claims sovereignty for Missouri under the Tenth Amendment over all powers not specifically delegated to the federal government by the U.S. Constitution.

Asserts that the federal government was created by the states to serve as their agent, not the reverse, and that states are currently treated as federal agents in violation of constitutional intent.

Directs Missouri to serve notice on the federal government to immediately cease and desist mandates that exceed constitutionally-delegated powers.

References the Supreme Court ruling in New York v. United States (1992) prohibiting Congress from commandeering state legislative and regulatory processes.

Requires the Missouri House Chief Clerk to send inscribed copies of the resolution to the President, Congress leadership, and all state legislatures and Missouri's Congressional delegation.
