Disapproves the Missouri Citizens' Commission on Compensation for Elected Officials' recommendations contained in its November 24, 2010 report.

Rejects the Commission's recommendation to keep statewide elected officials and General Assembly members' compensation identical to fiscal year 2011 levels for fiscal years 2012 and 2013.

Rejects judicial salary increases recommended for fiscal year 2013, including $14,681 for Chief Justice of the Supreme Court, $10,557 for Supreme Court Judges, $6,478 for Court of Appeals judges, $6,536 for circuit judges, and $7,492.40 for associate circuit judges.

Requires passage by two-thirds majorities in both legislative chambers before the February 1, 2011 deadline to prevent the Commission's recommendations from taking effect.
