Strongly supports development of thorium energy and the Pea Ridge Mine in Washington County, Missouri, for extracting thorium as a byproduct of rare earth element mining.

Urges United States Congress to allow the Pea Ridge Mine to extract thorium as a byproduct of rare earth elements mining and to develop refineries necessary to support thorium power plants.

States Missouri's Pea Ridge Mine contains all 17 recoverable rare earth elements and is the only permitted heavy rare earth mine outside of China.

Asserts thorium is a safe nuclear fuel source that produces minimal waste (less than 1% of uranium plant waste, benign in less than 200 years), cannot melt down, and cannot be used to make nuclear weapons.

Directs the Chief Clerk of the Missouri House of Representatives to send inscribed copies to the Majority and Minority Leaders of United States Congress and each member of the Missouri Congressional delegation.
