Urges Congress and the Obama Administration to address rapidly rising gasoline prices, which averaged nearly $4.00 per gallon, through both long-term and short-term solutions.

Identifies federal regulations, particularly "boutique fuel" requirements and Clean Air Act regulations, as contributing to high refining and distribution costs.

Recommends the Environmental Protection Agency temporarily suspend clean-fuel requirements and reduce fuel specifications to offer states a limited menu of fuel choices.

Proposes Congress lower cross-border barriers to energy imports from Canada and Mexico, increase refinery capacity, expand domestic oil exploration, and permit uncapping of existing wells and drilling of new wells.

Directs the Missouri House Chief Clerk to send copies of the resolution to President Obama, EPA Administrator Lisa P. Jackson, congressional leadership, and Missouri's congressional delegation.
