Submits to Missouri voters a constitutional amendment establishing an "appropriations growth limit" for state spending based on inflation plus population change, with exceptions for emergencies and new tax revenues.

Creates three funds: a Cash Operating Reserve Fund (67% of existing reserves), a Budget Reserve Fund (33% of existing reserves), and a Taxpayer Protection Stabilization Fund to receive excess revenues.

Requires surplus revenues exceeding the appropriation limit by more than 2.5% to transfer to the Taxpayer Protection Stabilization Fund, which must be used for temporary reductions in state individual income tax rates.

Allows appropriations to exceed the growth limit only when the governor declares an emergency and both houses of the legislature approve by simple majority vote.

Includes a sunset provision requiring reauthorization by the legislature five years after adoption, with an additional ten-year sunset if the program is reauthorized.
