Submits to Missouri voters a constitutional amendment to Article VIII regarding advance voting, voter identification, and absentee voting requirements.

Allows qualified electors to vote in person in advance of election day from the second Wednesday before the election until the first Wednesday before the election, excluding Sundays.

Permits the general law to require voter identification for in-person voting, which may include valid government-issued photo identification, with possible exceptions provided by law.

Requires advance voting locations to be determined by general law based on balancing reasonable access, accountability, integrity, security, efficiency, and responsible use of public funds, rather than solely on the number of registered voters.

Makes the amendment effective for elections after January 1, 2014, and provides that if any portion is deemed invalid by a court, the entire amendment becomes void.
